Advancing Road Safety Through Collaboration: TECHCA Workshop 2025 in Ireland

From 19 to 21 May 2025, technical enforcement experts and road transport authorities from across Europe gathered in Loughrea, Ireland, for the first TECHCA Workshop of the year. The event was hosted by the Road Safety Authority of Ireland in collaboration with the ECR EGTC’s TECHCA Working Group.

The workshop convened participants from France, Germany, Ireland, Luxembourg, the Netherlands, Poland, and Romania, united by a shared commitment to improving the safety and compliance of commercial vehicles across the EU.

A core focus of the workshop was the practical and legal implementation of several key EU regulations, including Directive 2014/47/EU on the technical roadside inspection of commercial vehicles, Regulation 2018/858/EU on vehicle approval and market surveillance, and the General Safety Regulation (EU) 2019/2144. Participants also reviewed European standards on safe load securing (EN 12195), addressing key risks in the transport of vehicles and palletised goods.

Expert presentations covered national perspectives and challenges, including Germany’s approach to securing cars and trucks during vehicle transport and Ireland’s implementation of the EU’s Common Formula Risk Rating System.

A highlight of the programme was the live roadside inspection session, delivered in close cooperation with An Garda Síochána, Ireland’s national police service. This practical segment allowed participants to engage directly in enforcement activities, reinforcing shared techniques and promoting consistency across member states.

Volvo also contributed to the workshop, offering valuable insight into current industry practices and innovations in commercial vehicle safety, helping bridge the gap between enforcement authorities and manufacturers.

The workshop concluded with a cultural event, fostering stronger professional relationships and reinforcing the collaborative spirit of the TECHCA Working Group.

By facilitating hands-on learning, regulatory discussion, and multinational cooperation, the TECHCA Workshop 2025 underscored the ECR EGTC’s ongoing mission: to support harmonised, effective, and future-facing transport safety enforcement across Europe.
